From Entrepreneurial to Managerial Statecraft: New Trends of Urban Governance Transformation in Post-pandemic China. Hong Kong, China. 02/04/2025.

Prof. Wu was invited by Centre of Urban Studies and Urban Planning at The University of Hong Kong to give a talk regarding the transformation of statecraft in urban governance of China at Hong Kong, China on 02/04/2025.

The event was chaired by Prof. Shenjing He, Head of the Department of Urban Planning and Design at The University of Hong Kong. The title of Prof. Wu’s talk was ‘From Entrepreneurial to Managerial Statecraft: New Trends of Urban Governance Transformation in Post-pandemic China.’ He first summarised the diversified trends of urban governance across the world. Rather than a universal trend of entrepreneurialism and financialisation, the state has been increasingly interventionist across the world after several historic conjunctures such as the global financial crisis in 2008, trade wars, and more recently, the COVID-19 Pandemic. China reflects such a role of the state. The talk revisited the transformations in the post-pandemic China. The main findings were rising state capital, recentralisation of spatial governance, and party-state co-governance. The transformations were affected by pandemic urgency, past-pandemic economic downturn, and greater geopolitical tension.

The talk attracted a large number of students and staff and led to productive discussions.
