Prof. Fulong Wu participated in The 8th Joint Forum on Land Use Policy by SSCI Journal ‘Quality Development and Land Use Policies’ in Hangzhou, China from 18/10/2024 to 20/10/2024. Prof. Wu gave a keynote speech and participated in a roundtable discussion.

Prof. Fulong Wu gave a keynote speech with the title ‘Governing China’s urban development: state entrepreneurialism’. He reviewed China’s urban governance and introduced the concept of state entrepreneurialism that captures the salient feature of Chinese urban governance. Related to this concept, he discussed relevant theoretical literature on neoliberalism, post-politics, and mega-urban projects, illustrating a new way of governing urban development in contemporary and late capitalism. He also introduced the debate over neoliberal governance and its recent shift under austerity urbanism and financialised governance. The concept of state entrepreneurialism expands the scope of the varieties of urban entrepreneurialism, especially the recent municipal statecraft. He illustrated state entrepreneurialism with examples of China’s large-scale development projects — new towns in the metropolitan peripheral areas.

This forum was organised by Zhejiang University and the editorial offices of four international SSCI journals including Cities, Land Use Policy, Habitat International, and Chinese Land Science. The forum attracted over 100 delegates from China, the UK, the US, Australia, and the Netherlands.

Prof. Wu also participated the roundtable discussion focusing on rural revitalisation and land use policies. He shared his views on policy innovation and implementation, policy reform, urban-rural integration and development, sustainable development, and other key topics.
